Finding an Owner from a Registration Number???

I am looking to contact an owner of a particular boat and all i have are the registration numbers on the side of the hull. If i called the right department in that given state, will they just give me the guys name and address, or is that against the law? Or do i need to "know someone" somewhere?

I am looking for a person with TX registration numbers to inquire about his boat.

If anyone knows how i can accomplish this i would appreciate the help.

Just like license info. For law inforcement only in Illinois anyway. If you have any cop buddies they can run it for you.

Do my cop buddies need to be in the same State?? or can it be easily cross-referenced?

You might call Boat Pix.com they send me letter's all the time, they take a picture of the back of the boat and get my address from the name, so some how they have a way to get them.
