Alert to All N J Boaters!!!
 
To All Interested Parties:

This note will advise that the location has changed for the July meeting of the NJ Boat Regulation Commission scheduled for Wednesday, July 9, 2003 at 10:00 am.

The meeting will take place in Sea Girt at the NJ Militia Museum meeting room, located on the grounds of the NJ State Police Training Academy.

I have not seen an agenda for the meeting, but understand that there will be presentations to the Commission on powerboat noise control and on the placement of "slow/no wake" buoys in certain areas of Barnegat Bay. The Commission will continue its review of NJSA 12:7, the State's Marine Laws, and review comments received on proposed amendments to NJAC 13:61 et.seq., the administrative regulations governing boating in New Jersey.

Please give this notice of change in location the widest possible distribution.

Fellow Boaters,
With a recent attack from our opposition, we will need as many people as possible.
I will not address this latest issue until after the meeting.
It will be addressed at the meeting and I hope the reporters have brought some extra pens...
These sail boaters and environmentalist have really hit an all time low with this one!

A last minute change in location.
It's usually a ploy to keep the attendance low so they don't have to listen to all the complaints.

Florida does the same with the Manatee hearings. They'll make arrangements to have the meetings at opposite ends of the state, or in locations that have no part in the outcome, in hopes no one will show and they can make quick, uncontested decisions.

Funny thing was the savebarnegatbay.org website showed the meeting being completely CANCELLED. :confused: Were they just misinformed? Oh well...it went on as scheduled in Sea Girt.

New Business: Well, I don't know why it was considered new business, but they wanted to add a regulation requiring all vessels to have a muffling device. (It is already a State Law since 1987.)
NJSMP said they would spend the rest of this season notifying those that are not in compliance and that it would be strictly enforced by Jan 1 2004. Allowing people to come into compliance.
Discussion went on forever about different devices, and that water through a pipe would not be considered a muffling device even though we all know it does muffle the sound.
The best news was they were looking to abolish the db level. It would be simple for the police, cut & dry. Equipment inspection. You either have a muffler or you don't. No test no reading no risk to the police officers trying to perform a db test.
As of right now, nothing is in stone. They tabled it till the next meeting.
They are waiting to see if they can get some experts from the manufacturers to come in and give some insight.
Meanwhile, the opposition is still insisting on the current law to be enforced and dealt with.

Ron, How you guys pulled off a race out of Mentor seemed to be a miracle. The man that was there representing the marina was with the opposition the whole way! When asked about the event , he said he was sort of forced into having it. :confused: I don't know what happened there but he isn't happy with any powerboaters that's for sure. I don't think anyone would have brought out "The Bat":eek: ;) :D :D :D

We are going to try to negotiate things rationally with these people and see just what they really are asking for.
It has clearly been since the beginning of all of this that the powerboaters have been giving concessions and are willing to co operate fully with every demand. But the trooper while trying to iron some stuff out to make things work finally asked one of the opposition, what have you given up? There was silence...Then they responded, we shouldn't need to give up anything. We aren't breaking laws ect ect ect...
Hopefully things can be worked out this go around.
Laws haven't been broken by the powerboater's either.
Time will tell......;)

Willie DeCamp finally admits 30 mph may not be a good speed limit for the entire bay. He then tries to reinstate the idea with a 50 mph.:rolleyes:
He seemed to be more tamed at this meeting.
But of course someone else from his side took over the reigns.
We will be trying to come to an agreement with him for the sake of both sides. I just didn't care for his tactics. If he follows through with his recourse, I will then bring it to everyone's attention of who he is and what he plans to do or already have done.
So far everything was left with a handshake...;)

The other piece that was a big victory for the powerboaters is the fact that now ALL marine events with more than 5 vessels MUST apply for a permit with the NJSP. This was not the case before. THIS INCLUDES ALL SAILBOAT RACES & REGATTAS!

I can't wait to hear them crying like a stuck pig :D :D

As soon as I have the sitdown with the sailing community at the NJSP Pt. Pleasant station, I will give everyone a full recap.

That proposed rule ("Must have muffler. Period. No measuring.") is amazingly simple, easy to implement and enforce.

Congratulations. I that survives, it could set an example for the nation.

I'd much rather take that than CA style laws which can only be complied with with below-the-waterline exhaust.

No, it was not Willie, but an entire group of people. We have asked one person (not Willie) in particuliar to ask them to hold off on their course of action. He said after he sees how things are going to be worked out, then they will decide whether or not they will follow through. :rolleyes:
Let's all hope for a peaceful resolve...
I am being optimistic here and will give them a chance to do the right thing. I will refrain from bashing them unless they carry out their plan.
