How much should it cost for a full boat cover that goes down just below the rub rail on a 36 ft long boat. Using TOP GUN material.

Magic Float sold me a new Formula factory full cover for my 312 Fastech last summer, made from Sunbrella fabric I think. Really a great cover. $800.00 + shipping.... from Formula it was $2000.00 delivered via a Formula dealer.
This even came in a Formula box so I know it was a "made for Formula" cover. That's awfully cheap. Contact him... maybe he has another deal for you!
