Default Bottom paint vs. speed?

How much does adding bottom paint effect the top speed? If its lightly sanded? Also, can it be removed?

i have heard it just a mile or two an hour loss. my scorpion had bottom paint on it when i got it and it can be removed. it took me agood day or so an about ten cans of easy off oven cleaner.
