Question boat surveys?

something ive been wondering about for awhile.
im in the market for an older boat 88-93 so ill probably break down and pay to have it surveyed when i find the right one.

what guarantee do i have that the surveyor didnt miss something costly? i know an engine can let go at any time. mostly im worried about rot in the hull.

say 6 monthes after buying a surveyed boat it turns out to have water damage somewhere not seen from the outside. how accurate are these moisture meters?
are these surveyors insured to take care situations like that?
