Seems like all things being equal, a boat with 1000 hp from OB's is faster than a I/O with the same 1000 hp. Is this true? If so, why?

True, but a fairly light boat with two outboards will not ride the same in rough water as the same boat with an i/o. Those motors hanging off the stern is not the same as mine bigblock inside. So on a lake...maybe one thing, but in big water is another.

In addition to Fever's and ActiveFun's comments, I believe it is in the way the boat is balanced, whether it is outboard or inboard.

Velocity did it back in the late 80's as a raceboat and got their ass handed to them. I believe now you cant hang enough outboards to get the same HP as a pair of I/O's. Example if you have a 38 with twin 1200's it equals 2400 with roughly the same torque. 8 300X's just wont fit without highly modifying the transom and the torque isn't there. In offshore it's not HP it's torque to move the mass. Just my .02 for what it's worth. OB would sure be alot cheaper to maintain though.
