I had this problem last year with a boat. I called everyone. The best seemed to be Bob Luellen (sp?).
He said that he was going to do some reserch to find some place that would insure high risk boats. Maybe over the last year some progress was made. I have his plus other big insurance guys # if you want.
It could possible be the same boat I was dealing with last year.

Give me a call @ 1-800-530-3357 and I may be able to help. One of my markets has a program that does not have any speed limitations. I will need detailed info on the boat and the operator. Cost will not be cheap but it is the best option available.
