Timing and Mixture
I recently bought this 21 skater with a 1998 300 Pro Max from a guy in Ohio. He used it on Lake Erie. Do I need to have the mixture and timing adjusted for Charleston, SC?? I am at sea level and Lake Erie is 570 feet above sea level. Any input would be helpful.

To tune to the ragged edge, you adjust the fuel mix for ALL changes in air density. This is affected by ambient temp, humidity, elevation, and how you hold your mouth.
If the motor was never really messed with from factory settings, then it is factory rich and will suit your needs just fine. Do a plug reading at your new location, and you should go from there.
