Is it possible the vanes were facing the wrong direction?

The vanes will flip to the correct direction in less than 1/2 of the 1st rotation.

Stupid question. but was the belt tight? If it was loose, the seawater pump has the most resistance that it may not turn.

Great Stuff!

And about the belt...it had about a 1/2" of play in it, and I couldn't rotate anything else before I took it off.

Try putting back together, like US1 said, could also be a lose belt or oil on the belt/pulleys. Clean the belt and all the pulleys before putting back together.

I already have a new assembly and belt on its way.

I haven't had a good history with components that just seem to correct themselves. The belt was tight and there wasn’t any oil on the pulleys, just debris from the belt.

Thanks for all the info and help...
