Obviously I don't know for sure, but I'm taking the story to indicate that the throttle was in the full "wide open" position - different than running wide open. I think the lack of keys and lanyard would have prevented it from running at all.
I found an article yesterday that said a body was found, but I couldn't tell if the two could possibly be connected. It's mentioned in this article.
It's just a sad thing all the way around.

Georgia Department of Natural Resources rangers continued their search Monday for the owner of a boat found abandoned on Lake Lanier.
The 25-foot white Baja boat was found about 8 p.m. Sunday just north of Browns Bridge Road.
A wallet also was found in the boat.
"We have a driver's license and a name," said DNR Sgt. David Cochran.
Cochran declined to reveal the name on the driver's license.
Also on Sunday afternoon, a DNR employee discovered the body of a 52-year-old white man at the Sawnee Campground off Buford Dam Road near the shores of the lake.
His name has not been released, but DNR Capt. Rick Godfrey said Monday that the body found is not the man being sought.
He said his staff has gathered some information in their effort to help find the boat owner.
"We're looking at where this person is employed and we're talking with family members and others who might know him," said Godfrey.
Checks also are being made of local hospitals and all missing persons' reports, he said.
The boat was towed into Gainesville Marina on Sunday night. It later sank and crews from Sea Tow Lake Lanier, a boat towing and recovery company, raised the boat Monday.
The boat now is stored in a dry storage area at the marina off Dawsonville Highway.
"We're going to keep it here until the owner is identified," said Brian Hollis of Sea Tow. The towing company is based on Holiday Road in southern Hall County.

Sorry I haven't been here to update but we've been busy to say the least. We raised the boat yesterday and found the drive barely hanging on. It appears to me that the boat barrel rolled. The guy still has not be found and due to respect to him and his family I will not post any pictures at this time. This is really sad and should make you really think about SAFETY! Always wear your lanyard and LIFE JACKET! I'll post more when I find out more. Tonto give me a call - BH

I saw that other story too. But note the body in the campground was found on Sunday, and said the deceased apeared to have been dead for a while.
The boat crashed on Monday. The two don't appear to be related.
