Question Salt water vs. fresh

I know that salt water will add a few mph but will it change (raise) maximum engine rpm as well? If I run 4900 rpm in salt water at 80 mph does that mean that I will run approx 77 mph at the same 4900 rpm in fresh water??

i wouldnt think your prop slip would change, so your rpms would probably drop.
