I like the idea of dropping a few gallons of oil off in the guys yard and then having someone contact the epa on him. I am not familiar with the area, but you could always start petitioning the need for an airport over in his neck of the woods. You could go down to the local teen hangout one night, pay all the kids there with the big stereos in their cars to go do a couple of parade laps around his house. I bet that if you were to go to one of the Harley get togethers they would hate this guy on principle. I bet a keg would be enough grease to get them to do a couple of laps in his neighborhood.

I hate to be the Devils advocate , but we'll have a hard time convincing anyone but ourselves that we have a right to do 90mph at 130 DBs .

And to set the record straight , NJ does have muffler laws , but they really haven't been enforced unless you run into a dickhead like yours.
