Checkmate Convincor 220 or ??

Is the Checkmate Convincor 220 (1997 era) considered a rough water boat or a lake boat?
I live in South Florida and am looking for a 22' - 24' boat that will handle as much rough water as possible for that size boat.
If you had a budget of no more than $18K, what would you be looking for to fit my need?
