About the cash going into the states, i'm pretty sure it's $10000.00.
Why don't you have your guy pretending he's coming to boat in Canada,
then custom don't get to see the boat, he leaves the boat here and you go & register it at a custom office in the city. I don't think they'll ask to see the boat so then you can tell them what ever you want.

By the way you'll be paying GST at custom, but PST is provincial not federale, so it's up to you to pay when ever you want. Unless you wait, they'll send you a bill, and that can be a couple of years.

Verify about having a Quebec adress, cause I don't think they have a system to chek who by's used boats.

Ontario go to the federal each year or two & check who registed a boat then they find out & send you a bill
