What do you do if the guy who has the boat is doing a complete re rig and when you get there the boat is just the plastic?

This is a prime example of why you should Document you boat with the USCG. What's a few hundred bucks to help protect 100K? Although it won't stop it, nobody will finance it when the guy tries to sell it anywhere in the US. What's more, your stolen boat is being watched by the USCG, not just your local state water authority.

Walk directly to the closest bar and order 3 of whatever it is you drink. It will be a good place to start the process.
