More steps than an Aztec pyramid . . .
More steps than an AA meeting.
More steps than Elizabeth Taylor's kids.
More steppes than the ( former ) Soviet Union.

Anybody else ? ? ?

the larger steps remind me of a post a long time ago with steve koss talking about a "new" APACHE and boatbuilding... what boat is it?

Those curved "buttresses" for the swimstep are reminiscent of Hustler.

I think this is the plug.....it's the F4 at Sunsation? Didn't steve call it the F4? A friend sent me a link to SpeekWack...it's on there.

What is the purpose of the "steps" way up in the bow? They'd never be in the water if the boat was on plane, or am I missing something?

It's definitely a plug given the plywood lip around the edge. The notched transom is interesting, but I don't see that the forward notches would do much. They shouldn't be in the water at running speed.
