Hatch scoop~install advice??

I'm installing two hatch scoops on my 28 Daytona. There's six bolts that hold the piece of padded marine board to the fiberglass hatch under it. I removed the padded board and thru-bolted the hatch scoops to the fiberglass hatch. I had the local body shop guy look at what I've done so far, since he'll be painting them and he recommended bolting them over the padded board (padding and vinal removed), so I won't have to cut the board up. Do I sandwich the scoops between the two pieces or bolt through everything? Sandwiching would require some extensive wood work. I just want to do it like they would at Eliminator. Does anybody know their process? Or I'm open for recommendations? :D

Here's some pics... I need to get the padded board to fit around the part that the scoops are bolted to. I think I will cut holes large enough for the board to slip over the scoops and then come up with a trim ring for the base to give a clean look. Don't know what else to do?? I'm open to any ideas??

Here's a few more pics. The padded board part can't be more than 1/2 to 5/8 thick.
