Are restrictor plates just on a 496?
 
Are 496s the only motors with restrictor plates? What about the newer 350s?

The newer 5.0/5.7/6.2 with "Dry-joint" exhaust have turbulators. The term "restrictor" usually refers to a gasket with restricted water passages.
