Z5atbf has all the right advice for you. It's best to start with the impeller first. As long as you're there, you might as well replace it regardless of the condition. If that's the cause, you probably want to replace the thermostat too, which is easy. You can pick up the therm at the auto parts store, they can match it up if they have too or get it from a Merc parts dealer. Make sure you don't start your engines dry ... they always have to have water. Good luck.

It may sound stupid but did you check the flush valves on the transom yet? If your boat has them, the gate valve should be open and the ball valve should be closed. If you have a hose connection there should be a cap on it.
