timing unknown
 

OK im trying to reset timing on a blower motor. The distributor seams to be locked out . My timing tab goes from zero to 14.I have one scribe line on my harmonic balancer at 12 ocklock and another at 2 oclock .The 2 oclock mark has been painted white . Also the zero mark on the tab has been painted white . All this done by previous owner ( I guess ). I need 29 degrees total timing .I hate to assume but IM thinking that I time the two white marks together and im done. But I need a positive not an assumption. When I set my timing light on 29 degrees the 2 ocklock mark is on target .But I dont know if I should set the timing light at 28 degrees with locked out distributor.?Im running out of time for the poker run is in 6 days. Any help here would be appreciated.(572 with a blower)
