Ignition Identity

I would like to know if my engine has a built in rev limiter?
It is a 1989 330hp 454. I dont know what series of thunderbolt it has. It is all stock from 89. How do I tell what ignition system it has? It has a module on the left header. This is pretty much all I know. I would also like to know what timing should be set to and if it should be set at base timing or do I need to set it at speed with the advance?

1989 /330hp = TBIV ...no rev limiter
