Troubleshooting bennett trim tabs

I just purchased an 87 Formula 206LS and just got around to the trim tab department. The actuator is getting power but nothing is going up/down. Any ideas on what I can do to troubleshoot this thing and get them working?

Call Bennett directly and ask for MJ Thomas. The guy is one of the nicest people in the business PERIOD. Even though your boat is a 1987, he'll walk you through every piece of the system.
