What is this thing called?

I was putting a new ladder on my swim platform today and dropped this thingy into the water. This kinda stuff always happens to me. I went the hardware store and they did not what it was called. This thing is about an inch long, is barrel shaped with threads on the inside of the barrel, has a phillips screw top, and receives a bolt which draws it flush with the top of the swim platform. There is a 5 inch bolt that comes through the bottom of the ladder and swim platform and then screws into the inside of this thing. It acts like the nut but is not a conventional nut and is as described. I have never seen one of these before. Any help on what this is called or where to get one would be appreciated. I have searched the web looking for an example of one of these but have not been able to find one. I just dont even know what it is called. Please help. Thanks.

Just don't let this guy GOODT (Joe Heller) work on your boat. He is a dirtbag and still owes me $1,000.00
