Steering Problems

I recently just had some work done to my steering system and had the part replaced back by the transom under the hatch(leaking fluid into bilge) .and I dropped it into the water and noticed quickly that the wheel was upside down while I was going straight. It was very stiff when I went to turn it left and I would have to push through the resistance and then it would turn right easily. I have a single engine 496ho and imco steering. The wheel seems to be spinning nearly two full revolutions, not the one revolution it used to do and it seems very difficult to drive one handed. ANy ideas guys?
