Closed cooling system - How much HP

These coolers are for sale in the classified section. Does anyone have insight as to how much HP they will cool? They measure 7 x 21, with 121 .200 brass tubes in a 4-pass configuration.

They don't look awfully huge.
Maybe 450 horses?

Flow rate will matter.
