Junk In Carb....What is it?

Rebuilding a carb from a buddies 28 Formula. Weber 4bbl. I found this in the bowl area. What could it be? He changes his filters on a regular basis. Kind of resembles that black gritty carbon build up you find in the lifter galley area of a high milage car. After I scraped some out and put it on the bench and it dried out (first pic) it looked like small bits of dirty cork.
The only problem he was having was hard start after sitting for 1/2 hour to an hour. He'd have to give it a lttle throttle while cranking. Like fuel was leaking down. Floats are not sunk and their height was ok. I'm surprised he didn't have wot problems (maybe he did) because this crap was pulgging up the secondary jets.
Boat is a '97 282 Formula Sunsport. 7.4L

I've heard Ethanol fuels will seperate when mixed with small amounts of water.....4% I think. The end product is a black sludge that doesn't burn/move very well through the system
