THrow the junk regulator that procharger gave you with your kit in the trash, install a high quality aeromotive regulator to maintain base fuel pressure, send the return from the aero regulator to a second regulator,a cartech brand rising rate style. make sure it has good boost referenicing to manifold,I have posted plenty of pics on this,Smitty

Smitty, Your going to have to write a book. I'll buy the first copy and you can make enough money to support your boating habit! Well maybe not all of your habit.

there is also a issue with the cool fuel pump in the 98-99 range. There are two updates to it last time I checked. I had the same kind of issue on my scarab with prochargers. I replaced the fuel pump on one motor and it solved the issue. I also eliminated the stock regulator off the fuel cooler with a adapter from procharger. My regulators from procharger seems to work ok on both my motors.
