Maybe Tom @ Norfolk marine can get your ECM re-programmed and updated if there is a new version of the program. It's worth a visit. . . . .

The problem follows the ECU? You need a wiring schematic of the ECU pins to find the input for IAC. SOMEBODY on OSO must have it, if nothing else give you the location to visually inspect. It's possible that connector pin has a fault internal to the ECU.

I have visually inspected the pins both on the ECM, and the connectors themselves looking for a pushed/bent pin and or female connector, and can follow the IAC wires thru the harness to the center connector on the ECM, but all looks in good shape?

Again the IAC seems to be working, just slow to reduce from 99.9% count on the tool setting off the alarm. I can feel the varying suction thru the hose from the TPS to the IAC when I put my thumb over it and remove it several times. Also I noticed the % count on the tool seems to be a little higher on average when at idle than the other ECM motor which will show almost nothing. The other when I pump the throttle and back will spike up in % but come down much quicker?
