No sir, if you look at the way it is assembled in the boat the fule pump is at the top. So when you set it on the bench you will have the fuel pump be at the top.

Once you have the assembly in your hands it makes sense snce it will look the same as when you removed the assembly

The plug is a sight plug for the lube level as well as the fill and drain hole. When the lube runs out hole(when installed in the boat) its full. Also, fill it slowly so it doesn't get a big air pocket.
