Was water evident in the seperators? I would replace them, run and dump them again checking for water. I just went through this problem. Identical symrtoms. Sea water had gotten into the fuel vent and into the tank during some hard running in very rough seas. If you have a gallon or more of water in the tank just dumping out the seperators won't get you fixed. You need to get the water out. I sucked the water out at the marina I got towed to with a hand pump and was able to run the 50 or so miles home that day.

Also, if the engine with the power steering pump is the one most affected it is certainly water in the tank. That engines fuel pickup is usually set deeper in the tank so you can still run with steering when the other engine is out of fuel due to low on gas in the tank.
