That is good advice crapr. I have actually done the same thing in my younger days. Once you have tension on the puller(get a Snap-On or similar puller), hit the end of the puller bolt with a hammer. This should shock the balancer into moving. If it does move, then tighen up the puller bolt again. Then hit it again. It should move just a little every time. I never heat stock balancers that have rubber in them for fear of melting the rubber. If you do it the way I described above, it will come off. It may take a little time, but it will come off. balancer removeal
 
this is a trick i learned from a engine builder years ago.heat the blancer w/a torch,mapp gas or oxy/acel,then use wax on the hub and snout of the crank,the heat will pull the wax up into the hub and free it up.wax works better than oils or penatratioing oil.the wax will not evaporate from the heat like oils will.works for me.
