black smoke

I have a new holly 850 carb on my trs 400, I set the adjustment on 1 1/4 turn out , stil smoke when I turn them in ore out, stil have black smoke and black powder in the water.
could it be that my jets in the carb are to big?
what jets do you suggest?:party-smiley-004:
