Fountain Ballast Tank?

What is up with this Ballast Tank in my 24cs? The valve is broke that allows me to fill it so I have never used it. Does anyone have any experience with ballast tanks to performance boats?

I have one on my 42PR and use it at times. Keeps the nose down in rough water. I just use mine for show on my lake.....fly by spraying water out both sides looks pretty wild. :drink:
