Power steering weak??
 

What could it be? How do I check?

Replaced my cable, and before I connect to the power unit on the transom, cable moves great now (new cable)

But once connected, very hard to turn. When motor running, better, but still stiff.

At speed, feels fine.

I assume it is either the power steering pump, or the power steering rack (??) between the cable and the drive.

How do I check to see which one it it?

P.S. Fluid is in the pump, and belt is tight.
