Default Tilt/Trim trouble

I just purchased a 1986 century 3000 lx. I have not had it in the water yet but the tilt control on the throttle only goes down. it will not go back up. I had to use the trailer button in order to get the stern drive to go up. I am kinda new to working/having a boat so I could just be missing something. The trim gauge says its in the up position and the fuel gauge says its fuel but the tank seems to be maybe 1/4 full. Does the boat need to be running for thos gauges to work?

Engine usually don't need to be running for the gauges but the key must be on.

As for the trim problem either the switch on the throttle is bad or the trim limit switch on the drive is bad or out of adjustment.
