7.4 Mercruiser To Much Fuel Rail Pressure

1996 Mercuriser 7.4 Mpi Efi Fuel Pressure Is 80 And I Replaced The Fuel Pressure Regulator And No Differince In Pressure , Returen Line Is Not Clogged Either Im Wondering If Clogged Injectors Can Cause This But The Motor Runs Good A Low Rps And Surges At Highere Rpms Any Help Would Be Appericated Thanks James
