motor stumbles and stalls out

i have a 350 ho vortec msd wires dist,and blue ignition box ,holley 650 dual feed elec choke, boat runs good at idle then at high rpms 3500 to 4200 it starts to break up and stumbles then sometimes it stalls out but fires up no problem, changed the filters ,plugs etc, could it be bad fuel even if i put stabil in the tank
