Have you replaced the Brazil or Saginaw manifold (there the cable and p/s hoses connect to in the engine compartment on the stbd side)? If the manifold is not set at the correct angle, it will not work correctly and hold pressure.

What type of power steering fluid are you running?

How old is you cable? How much side to side slop?
