Voltage Regulator/Alarm

Looks like all wiring on the engine is OK. All operating parameters are good. Hooked up code reader and it's throwing code 14 and alarm is triggered. What's odd is at the same time all the guages including temp guage start getting jumpy a few seconds prior to alarm getting triggered. Code 14 according to the manual is "coolant sensor voltage high(ie. cold)"
That's what the guage tells me to. ie jumpy, but on the low temp side of the guage. Again it only does this after engine has been running for about ten minutes. Should I take out the sensor and test it??? Or do I have a voltage problem? I did a preliminary test of the voltage regulator. It failed. Is it possible for a bad voltage regulator to cause these problems??? 99 7.4 MPI. Thanks again for all your ideas.
