If the fluid is spraying out the hole at the top it means the seals have failed and it would be best to replace the actuator.
Sometimes when you see fluid running down the transom, it means that the reservoir was overfilled and is leaking out the back. Could this be the case? Have you added fluid recently?

That makes sense! I did accidentally overfill it a little because I added fluid since I lost some with it shooting out the hatch actuator.
