That the only other 28 Eagle ive ever seen besides mine with a windscreen..

I have 1 12" sub mounted under the back seat (starboard), in the storage area... it made a great box, and sounds fantastic. I assume your's has the same seat storage area as mine..?

Wally identified the problem. Problem solved and Thanks for all the help!

I found the wires on one speaker crossed from the speaker to the terminal block on the inside of the boxes. Once I changed it around you can really tell the difference when connecting the second speaker. It sounds way better.

Eliminator28, none of the Eliminators I have seen have the windscreen either. I like it a lot especially when you have to run in the rain, or when it gets cold. I was looking at that storage space under the rear seat to add another sub, and I might go ahead and run the wire for one now because it is easy with everything apart. In fact I have a 12" JL that would fit nicely back there. I like mine mounted in the side and needed to use the cutouts that was already there, but it probably isn't the ideal location.
