I am running the smallest pulley B/M makes for the 250. The heads are iron Merlins,fully ported and flowed. Originally 315s

What you are descibing is common with Dominators. A large high speed air bleed will tend to make full throttle lean and part throttle rich. The smaller high speed air bleeds will make full throttle richer and part throttle will stay the same. Changing jets will make all throttle settings above idle richer, not what you need. Do you know what size air bleeds you have? Most new Dominators are shipped with about a .039-.042 high speed air bleed when what they need is .027. Don't know why they do this. Re changing power valves, the number refers to the amount of vacuum that will open the valve. In your case the power valve will open at 1.5 inches of vacuum. Changing it to a 6.5 means that it will open at 6.5 inches of vacuum. Thus changing the power valve will not change the richness at full throttle since both would be open at that throttle opening. I would change the power valve to a 3.5 or so to avoid a part throttle lean condition just in case. I think everyone is in agreement that powervalves need to be boost referenced. Another thing that might need attention is the needle and seat in each bowl. At that hp level there may not be enough flow capacity. Larger needle and seat assy. are available.
