Since you don't seem to have an exotic engine, the first thing I would suggest you do is put the carb back to "box stock" marine calibration plus 5 jet sizes front and rear. You might be surprised at how that gets you where you want to be.

I with BT on this one... When sized properly a Holley will pull about as much fuel as it needs within a few jets either way. Any more or less then that and it's probably the wrong carb or something else is wrong. I don't think 13:1 at cruise isn't a big deal because the engine isn't under a heavy load. It's the full load numbers that are more important in my opinion.
