With the vacuum line connected, the pressure never increased above 30psi even at WOT
As a temporary band aid - I pulled the vacuum line off of the pressure regulator - pressure went up to 36 psi - has been running ok and holding pressure. Not a permanent fix, but should get me through what little is left of the boating season.
