As said its a old school fume detector. By the helm there should be something that looks like this(photo below) that should be attached to the other end of the wires. ( my old 1990 boat had one)
If yours still works keep it. But like most old ones out there it is broken and don't work, so throw it in the trash with the wiring.

My understanding, fume detector and skank detector are both activated by fumes therefore it's still a fume detector....;)

No - Fountain is the only brand for the USCG to omit the otherwise required skank detector, and also why I want to buy a Fountain.
