As said its a old school fume detector. By the helm there should be something that looks like this(photo below) that should be attached to the other end of the wires. ( my old 1990 boat had one)

My understanding, fume detector and skank detector are both activated by fumes therefore it's still a fume detector....;)

Thank you 92NSX!I have the round panel indicator. I think I'll throw it away cause it don't sniff out fumes or skanks anymore. This was very entertaining; thank you all :)
