I had this same scenario happen. the staggered bolt broke off flush so I went and bought a mini high torque starter with the inline pattern. it bolts up fine, but it just spins and doesnt spin (or touch) flywheel at all
the starter says for chevy small and big blocks, 153 / 168 tooth flywheel. what am i missing here?

When it "spins" do you get a a high pitched screeching sound? It is probably hitting the flywheel and spinning against it rather than meshing the teeth and fully extending. You likely need to shim it to space it down a bit so the starter gear can engage the flywheel. Mine does this same thing but only about every 10th crank so I still need to add a shim but it is getting me by. It's on my project list for spring boat cleanup.
