Hydraulic steering help

Trying to fix a steering issue for a friend and need some help boys. My buddy just bought a 31 center console with triple outboards. Boat runs great, however the steering is very slow to respond and makes it difficult to drive it. It's so slow in fact it takes at least one full turn of the wheel to get a change in heading and it's 10 or more full turns lock to lock. I know little about it due to the fact that I only drove it briefly yesterday, but plan to look at it more in depth today. I was told that it is full hydraulic steering made by chief , which I've never heard of. If anyone can give me a few things to check, I'd appreciate it greatly.

Sounds like the volume of the helm is too small for the rams he has.

Some OB systems have a "hydraulic tie bar" valve... if thats open it can drive you nuts.

I was not aware of those, makes sense that they would exist. I looked one up out of interest.
