Help can’t get the inner exhaust flappers out!

They are Teague inner flappers and I believe they areriveted in, But I can’t even get to them. I unclamped the rubber in between my elbows and the tips, I’ve unscrewed my tips and can’t yank them out the stern of the boat. What am I doing wrong?

I am not sure what brand mine was but I know Eddie Young cut them out with a torch.

They may be brazed in type

Do I have take my elbows off to get to them? The tips won’t move.
