Default Fuel pressure 15 psi HP500 carb

Rebuilt my carb HP500 and started it today. Fuel pressure is almost 15 psi, new mercruiser fuel pump and carb completly rebuild, new fuel lines and filter. The fuel pump is mounted on the sea water pump. The fuel pressure is suppose to be 5-8 psi and normally you don’t need a regulator. With the old pump the fuel pressure was about 8-9 psi (also mercruiser pump same part nr). Anyone have any idé was is wrong? I’m sure about the pressure, used 2 different gauges.

sounds like the new pump is messed up to me. i found a sea water pump mounted fuel pump broken and making 24 psi before it flooded and killed the engine one time
