The skin of one of the intelligent creatures on this planet has a sandpaper texture has this been applied to the hull technology

It's been discussed before, I'm not sure if any factual conclusions have been made other than sail boats and drive finish, and yes a slightly textured finish has less drag than smooth. On high performance power boats there really isn't much hull in the water at speed.
